Planning Review & the Local Planning Strategy

 
State Planning Framework
 

All planning and development within Western Australia is subject to the state planning framework as set by the:

Planning and Development Act 2005 (P&D Act); and the

Planning and Development Regulations 2009 (P&D Regulations). 

 The Western Australian Planning Commission (WAPC) is a board established under the P&D Act and has a state-wide responsibility for urban, rural and regional integrated strategic and statutory land use planning and land development. 

 
The WAPC operates with the support of the Department of Planning, Lands and Heritage (DPLH) who provide professional and technical expertise, administrative services and corporate resources to assist its decision making. Some WAPC functions, such as decisions on subdivision and development applications, are delegated to the DPLH. 

Under the P&D Act, each local government is to prepare and administer their local planning frameworks, specifically their Local Planning Strategy and Scheme, as approved by the WAPC.

The Shire's local planning framework is prepared under the P&D Act and in accordance with the P&D Regulations and the;

Planning and Development (Local Planning Scheme) Regulations 2015

Within the state planning framework, there are also a number of state policies that apply to all planning and development proposals within Western Australia. Some of the more common state policies that are particularly relevant to the Shire of Donnybrook Balingup, include (but are not limited to):

Local Planning Strategy
  
The Shire of Donnybrook-Balingup Local Planning Strategy is a high level planning document that sets the strategic vision and direction for future land use planning and development within the Shire. The Strategy sets the broad parameters over a 15 year timeframe for which the statutory requirements of the Local Planning Scheme are developed, most importantly, the rationale for zonings within the Shire.

Local Planning Scheme
 

The Shire of Donnybrook Balingup Local Planning Scheme No. 7 (LPS7) sets the statutory framework for the way land is to be used and developed within the local government area. LPS7 includes a range of Scheme Maps that identify zonings that guide the permissibility of land use and development. A Local Planning Scheme is generally prepared by the local government, endorsed by Council and approved by the Minister for Planning.
